An acquaintance of Bruce, who has recently purchased a jade box, is murdered. Meanwhile, some thugs are collecting protection money from all the shops in the oriental quarter. It turns out that the box had contained a ring once owned by Genghis Khan, a symbol of rulers, and this was being used to coerce the shopkeepers into paying. The man running the protection racket, Loo Chung, has become the 'mayor' of the oriental quarter following the death of Wong back in Detective Comics #39.
