In Gay City, the citizens are affected by a strange malady: they have become as fragile as glass, shattering upon the slightest impact.

This is effected, it transpires, by a gas invented by a scientist called Kotzoff. The gas was being used to scare people away so property could be bought cheaply and then sold at a high profit when the fears had died down.
