Clark goes to cover a truck drivers' union meeting, and learns that a racketeer, Snide, is attempting to force his way into the union. Carlson, a leader of the union, offers to give Clark an interview to discuss it, but when Clark arrives, the man is distraught--his daughter has been kidnapped. Superman rescues the girl, and then goes to meet up with Snide. He pretends to be interested in joining Snide, going so far as to fake killing Carlson to prove himself, so that he can get evidence against the crooks. Their plan is to force a strike, so that no food will be moved in the city, and people will be willing to pay any blackmail they demand.
Superman pretends to join--even to take over then gang. This goes on for a few days, before Snide attempts to double-cross them. He calls the police, telling them where to find evidence needed to convict Snide's gang, and absconds with the money. But the joke's on him, because Superman catches him, and the testimony of Carlson, who was hiding out, pretending Superman had killed him, will be enough to convict Snide, as well.
