Crime has been worsening in Metropolis, and the newspapers call for the ouster of the police commissioner. The mayor removes him, but his successive appointees to the position are murdered. Finally, lacking anyone else to fill the position, the mayor appoints Clark to the job.
It turns out that the former police commissioner was behind everything. When all is done, Clark resigns the position, deciding that reporting is more his speed.
