The introduction of the Penguin. He commits some robberies, and tries to frame Batman for them. He nearly succeeds, but Batman is able to escape the police and then lie low (pretending to be a blind beggar) until he gets a chance to catch the Penguin and return the stolen items in order to clear his name.
