A man has a machine that is able to control rain. He blackmails the owner of a dam, threatening its destruction. Superman takes exception to this.

A mystery writer, Dorne, is murdered by a witch. Says Gordon: "Look! Dorne's story concerns a real witch--Joshua Grimm writes books about witches--Wright publishes them--Miss Brunt looks like a witch, and Jane Ware's stage role is that of a witch! Lord!"

The witch is a fifth columnist, putting out subversive literature. And turns out to be Wright.
