Oliver Queen, the Green Arrow, is in France pursuing three villains: Doppelganger, Supercharge, and Dynamix. They're attention-seekers, and have been making a name for themselves by recording their exploits and putting them on Youtube.

He follows them onto a boat where a party is happening, then orders the passengers to disembark while he fights them. Ultimately, he is successful, and the three of them are imprisoned.

Queen is disfavored at his company, which appears to be partly analogous to Apple, but on a bigger scale--they make a 'Q-phone' and 'Q-pad', but are involved in infrastructure, among other things.

At the end of the issue, some of Supercharge and Dynamix's compatriots come to free them from prison, announcing that they will televise the death of Green Arrow.
