The city prosecutor is working with the criminals. Clark convinces Runyan, an honest lawyer with whom he is acquainted, to run for the position, with the backing of the paper. The crooks attempt to prevent him from running, and then go so far as to rig the election, but with Superman's vigilance, the election goes in favor of Runyan.
