Of course the 'Gordon' wasn't actually the commissioner--just a facsimile created by the Dollmaker. Also obviously, the girl Olivia is in on it. In the end, Batman is attacked by a bunch of people (puppets?) with the Joker's face, courtesy again of the Dollmaker.
