Sinestro manufactures a ring for Hal using his own ring--a ring under his control, that gives Hal only as much power as Sinestro desires, and that Sinestro can turn off at any time. Incapable of harming Sinestro, of course.

Sinestro's motivation? he explains: "The army I built has enslaved my homeworld, Jordan. And you're going to help me destroy them."
